The Ministry of Health publishes the "Dilarang Merokok" artwork free, but the law sets the size it has to be printed at: 40 × 50 cm inside a building and 60 × 90 cm at an entrance. The artwork is Tanda Amaran Larangan Merokok on the KKM InfoSihat site, and the specification is in P.U. (A) 258, the Control of Smoking Products for Public Health (Warning Sign of Prohibition of Smoking) Regulations 2024. Below is what the file contains, what the gazette requires, and what the sign costs printed on a board that will survive being screwed to a wall.
What is on the official artwork
The KKM file is one A4 portrait page with four parts:
- The pictogram — a red circle and slash over a lit cigarette and a vape device. The vape is the part older signs are missing: the current artwork shows both.
- "DILARANG MEROKOK" in black Arial capitals under the symbol, on a pure white ground.
- A yellow band across the bottom third.
- A JomQuit QR code in a green frame on the left of that band, beside the lines "DAPATKAN PERKHIDMATAN BERHENTI MEROKOK", "LAYARI LAMAN SESAWANG" and jomquit.moh.gov.my. The QR points to the Ministry's stop-smoking service, and the regulation requires it to be clear and scannable.
If your existing sign shows only a cigarette, has no QR code, or has no yellow band, it is the old design.
The sizes the gazette sets
This is the part most premises get wrong: the artwork is free, but the size is not up to you. P.U. (A) 258, First Schedule, sets a minimum board size for each kind of place.

Two things follow. A premises with a door and an interior is dealing with two different sizes, not one sign scaled up and down. And the QR code is not decoration: on a 40 × 50 cm sign the Schedule puts it at a full 10 × 10 cm, a quarter of the sign's width.
What the sign must look like
The Schedule describes the layout in the same words for every size:
- 70% of the sign, from the top, on a pure white background, carrying the red circle and slash printed clearly over the black smoking-product image, and "DILARANG MEROKOK" in black Arial.
- 30% of the sign, from the bottom, on a yellow background, carrying the JomQuit message in black Arial with the QR code on the left.
- Material: "apa-apa bahan yang keras, legap dan tahan lama" — any hard, opaque and durable material.
"Legap" (opaque) rules out clear acrylic with nothing behind it, and "tahan lama" rules out a sheet of paper in a plastic sleeve at a doorway.
Before you print, measure the thickness of the red ring and the slash in your artwork at the finished size. On a 40 × 50 cm sign they must come out at 2.5 cm or more, which means the symbol has to be drawn generously — an artwork that looks right on screen can fall under the minimum once it is scaled.
Where the sign has to go, and who is responsible
Regulation 2(1) puts the duty on the owner or occupier of an area or place declared a no-smoking place, and says the sign must be displayed to the First Schedule specification on any easily visible part of the building or vehicle, or at any entrance to that area or place.
Under section 18 of Act 852 — the Control of Smoking Products for Public Health Act 2024 — failing to display the sign is an offence carrying a fine of up to RM5,000 (Tobacco Control Laws, Malaysia: duties and penalties). A person who smokes in a smoke-free place faces the same maximum under section 16. These regulations have been in force since 1 October 2024.
Our practical suggestion for a shop, café, clinic or office — not a legal requirement — is the 60 × 90 cm sign at the entrance and 40 × 50 cm signs in the areas people sit, queue, work or wait. The Schedule sets what each sign must be; where yours have to go depends on how your premises is declared, so check your own obligation with the Ministry or your local enforcement office. Why printing the free PDF yourself usually fails
The KKM file is an A4 page, 21 × 29.7 cm. Printed as it comes on an office printer, it is smaller than the smallest board size in the Schedule, on paper, which is neither hard nor durable. Three things go wrong:
- It is under the size set for a building or an entrance. A4 is about a third of the area of a 40 × 50 cm sign and about a ninth of a 60 × 90 cm entrance sign. (It is larger than the two vehicle sizes, which are smaller again.)
- Enlarging it softens the symbol. The pictogram inside the PDF is a bitmap 497 pixels square. Stretched across a 60 × 90 cm sign that is well under 40 dpi, where large-format printing wants nearer 100 — the red ring goes visibly ragged at arm's length.
- Paper does not last at a doorway. Sun through a glass front fades it, rain and cleaning buckle it, and a taped sheet is off the wall within weeks.
The fix is to have the official artwork printed at the gazetted size on a rigid opaque board, on equipment built for large format rather than an office printer.
What it costs printed properly

- PVC foam 5 mm — the default indoor board: rigid, waterproof, light enough for double-sided tape or two screws.
- PP hollow 4 mm — light corrugated plastic, the usual pick for a site or a temporary display.
- EG steel 0.5 mm — thin metal for an outdoor wall or a gate post, where a plastic board can sag or fade.

Entrance and vehicle signs are not size variations of this one. The 60 × 90 cm entrance sign and the small vehicle signs have their own point sizes and QR sizes in the Schedule, which means a different layout rather than the same file scaled — so they are not sold from this page. FAQ
Is the KKM no-smoking sign artwork free?
Yes. The Ministry of Health publishes "Tanda Amaran Larangan Merokok" as a free PDF on infosihat.moh.gov.my. What is not free of rules is the printing: P.U. (A) 258 sets the minimum size, the point sizes, the QR size, the colours and the material.
What size must a no-smoking sign be in Malaysia?
Under P.U. (A) 258, at least 40 × 50 cm inside a building and 60 × 90 cm at the entrance to the area or place. Public vehicles need 15 × 18 cm, and taxis, rental cars and e-hailing vehicles 8 × 10 cm.
Does the sign need a QR code?
Yes. Regulation 2(2) requires the JomQuit stop-smoking QR code, clear and scannable, in the yellow band. It must be 10 × 10 cm on a 40 × 50 cm sign and 15 × 15 cm on a 60 × 90 cm sign.
What is the penalty for not displaying a no-smoking sign?
Failing to display the sign is an offence under section 18 of Act 852, with a fine of up to RM5,000 for the owner or occupier of the premises.
Can I just print the PDF on A4 paper?
Not for a building or an entrance. A4 is smaller than both of those sizes, paper is not the "hard, opaque and durable" material the regulation calls for, and the symbol inside the PDF is a bitmap that goes soft when enlarged.
Does my old no-smoking sign still count?
Only if it matches the current specification: cigarette and vape under the red circle and slash, the white top and yellow bottom, black Arial lettering and the JomQuit QR code at the right size. Signs printed before the 2024 regulations usually have no QR code and no vape symbol.
Where exactly should the signs go?
Regulation 2(1) says on any easily visible part of the building or vehicle, or at any entrance to the area or place. What that means for your premises depends on how it is declared, so confirm it with the Ministry or your local enforcement office rather than copying another shop.
Do you sell the entrance and vehicle sizes?
